I'm downmodding now because I think this is a bad contribution but rather because, since this isn't a poll per se, I think that upmodding/downmodding is sort of how we are voting. So don't take it the wrong way :)
No worries. I'm partial on it myself. I don't like the idea of excluding people, however I was trying to think of a way to have people care about the quality of their contributions. ie. give the community incentive to be nice :) It's certainly not that easy.
