Your brain doesn't know what to do with the signal and you interpret this as a steady tone for 10 seconds to a minute. I have taken pretty good care of my hearing and I still get them occasionally.

As another commenter posted above, this seems to be known as 'sudden brief unilateral tapering tinnitus'. It seems fairly normal.
