Ehhh, do I misunderstand US legal terms or wouldn't this be a death sentence for open source AI research and any AI papers by US researchers in journals & conferences? Or does public distribution on the web not count as (indirect) export?

Yeah, seems designed to kill sharing research, or even studying Chinese publications. Self-imposed import restriction. Would be like if China banned NVIDIA imports without US prompting.

Would harm US competitiveness tremendously, I think.
