Not hard in the UK, in Australia, and likely most G20 countries.

The UK has a postcode system that drills down to the location of a doorstep and a national mapping agency .. it's trivial there at a government level to attach a space sourced GPS co-ord to an address - with 'clouds' of methane the issue might be to investigate several properties that fall under the source end of the cloud - although with a space visible cloud you'd expect the source to be a large area industrial scale operation.
