I'm sure Carlos Bolanos will still get full pension, even despite her gross abuse. Why isn't a clean exit a requirement to collect pension? It should be forfeited when they step way out of line.

Because a pension is just a special fund you put money into while working and get money out of when retired. It isn’t some handout, it’s your own money.

Pensions typically pay out at a fixed rate until you die, and even then your spouse can continue collecting until they also die.

What does that have to do with who’s paying for it? It’s like an insurance, you put money into it and then depending on circumstances get money out. It’s not a handout and not granting it would be theft.
