On the B2B and B2G side economic patriotism is strong in Germany and France, but it seems that as a result local companies don't have to try as hard. Why bother if they will choose you based on nationality, not necessarily merit?

OVH is not playing in the same market as the big cloud providers - its primary business is doing commodity dedicated servers with the primary selling point being low cost.
It's hardly surprising that low cost options are more prone to failures in many markets.
