I think it's a matter of "to have good internet in 2022, they should have started laying fibre 32 years ago." AFAIK the Government nowadays is doing something to rollout full fibre in the country, which means people in a couple decades will enjoy great Internet.

As the ancient saying goes, the best time to build out a nationwide fiber network was 32 years ago. The second best time is today.
