I mean there are several journals who publish based only on "technical soundness", Nature's Scientific Reports is probably the most well known one. I don't think it helps, in fact IMO it's detrimental because journals would be even more flooded with publications. Also in the article they talk about the conference getting 10,000 submissions, that quickly becomes unmanageable as a conference to accept.
