Recently I was curious as to how the wireless emergency alert systems work. But the actual specifications [1] from ATIS (another standardisation body) that carriers are required to implement are paywalled with ridiculous prices. $145 for a 35 page PDF is way too much, and makes the whole system way less transparent.
