Indeed. Biopharma has some of the highest spend on R&D as a percentage of revenue of any industry sector.[1]
However, keep in mind a big part of that is development, not research. It's still science and not guaranteed to work, but it's more focused on the development needed to bring a product to market versus doing science to make new discoveries.
