Agreed, but web standards don't support the second choice very well. Different groups, scenarios, or apps will want one or the other depending on circumstances, but we don't have "other" right now.

The server having more control doesn't necessarily harm accessibility. It's a matter of making sure sufficient meta-data is included. It's possible accessibility is more work under the second, but not outright impossible. (I've stated more about accessibility nearby.)
