It can be prevented through the use if a secure proxy.

A proxy between you and your ISP? How do you talk to the proxy?

The proxy is outside your ISP. The connection between you and your proxy is secure, so your ISP cannot gain anything useful from it.

It sounds complex but it can be had for around 5 dollars a month and a good setup guide if you don't know Linux well.

Why do you need a good setup guide though? Is there no solution of similar efficacy that I can have my mom, who still uses AOL, install?

just google VPN providers, read the reviews though, some are much better then others.

https://www.privateinternetaccess.com/ is one that i use, its decent.

PIA

Super easy setup and config. Download the app for the VPN, generate SOCK5 cteds for the proxy via their site.

Most use OpenVPN and tunnel all traffic over SSLed TCP. So your traffic goes out to an endpoint server run by the proxy company, and gets dumped onto the public net at that point.
