Setting up a "child account" shouldn't involve setting some age field. Setting up a "child account" should involve restricting permissions.
Why leave it to the OS or a company to decide what is "age appropriate"? Leave it to the parent to decide what the child should or should not have access to. Extra bonus: that same "child account" can then also be used for other restricted purposes. Want a guest account which limits activity? Want an incognito account? Want a sandbox account? None of these should require setting some age.
This shit already happened years ago with consoles, i setup a choild account and the games were restrcited and other features also.
I am not paid by a trilion dollar company to decide if it should be a birthday input, or a dropdown where you select your political and religious conviction about what your child should see. Sony figured it out, if Apple pays me I will spend more time to write for them a UX flow so average people could sert the accpunts up and the rest could ask their priest, cousins or other person that can follow instructions to setup the account for them.

Something I would be 100% OK with is some regulation that at first boot, you have to present information about what parental controls are available on the device and ask if you'd like them enabled.

I'd imagine there's a lot of cases where a parent buys a new phone and hands down the old one to their kid without enabling safety features. I don't know if there's a good way to help with that - maybe something like, whenever you go to set a new password, prompt "hey is this for a kid?" and go through the safety features again?

For linux we have the users and groups concept, the distro can add an adult group and when you give your child a linux a device and create the account you would just chose adulr or minor , or enter a birthdate. No freedom lost for the geeks that install Ubuntu or Arch for themselves and we do not need some extra hardware for the rare cases where a child has access to soem computer and he also can wipe it and install Linux on it. Distro makes can make the live usb default user to be set as not adult. Good enough solutions are easy but I do not understand why Big Tech (Google and Apple) did not work on a standard for this. I recommend for people that want things to not change and not get new bugs every update to use an LTS distro like Kubuntu and only get latest kernels or drivers from a PPA or upstream if you really have to. I am not running the latest KDE stuff and I feel fine, I am not suffering in pain for some cool new feature in Plasma and some new bug, I am comfortable with the existing features and existing bugs.
I've tried debian variants many times over the years. However, my actual experience has been one of struggles with outdated software, knowing that the fix I need is just out of reach. Trying to pull in some of these fixes from a PPA often leads to a dependency mess. I'm sure I could deal with it better if I took the time, but I just want to do the thing I want to do. The other "reason" to use Debian is the supposed large user base and community support. But I've found more often than not that many of the solutions to my problems are outdated or don't work for whatever reason.
Ironically, my best experience so far in that regard is an arch variant (CachyOS).
That said, people shouldn't be afraid of experimenting to find the best software for their purposes, and something like Linux Mint is still a great option to recommend to people who are new to Linux.
OK, but stop with bullshit that you get more stability because of new packages, you get latest features you read about or watched in some video but you also get the latest bugs, and to get fixes for this latest bugs you will upgrade again in a few months and you get the latest fixes and some new bugs.
There are some valid usecases to use rolling or some bleeding edge distro, like if you want to contribute to KDE or similar project you would want to track latests library versions, but for doing say a web dev job and soem enterteminent an LTS distro works better, you do not upgrade and you have the surprise that GNOME removed yet some new feature you were using, or soem stuff in Plasma broke and now you get a ton of notifications about something not working, or maybe you did not read the Arch forums before upgrading and you had cool package Y that conflicts with cool package Z and now your system is unbootable and you need to fix it instead of doing your actual work. (Arch fans should first Google Arch upgrade briked my system before commenting that this never happened to them).
Btw I used Arch in the past too when I had more free time and loved thinkering with my system.
