EU air passenger rights apply no matter the airline or where you purchased them from if your flight is from the EU or within the EU. If your flight is to the EU they only apply if it's a EU airline.

It's actually a fairly long tradition, it's only been online for the previous decade or so. I'ts easy to access, it's just that for the last few years, you can also see if someone has checked your taxes and who they are.
Norway used that as the standard order until 1951, when an official reform changed the language to LTR. This was due the older way of stating numbers causing confusion when reading phone numbers and similar. It's still not universal, but younger generations generally now state numbers universally left to right.
