That's not really a valid reason, since not only Apple knew all along where it was heading (from Mantle times, to a common open low level API), nothing stopped them from supporting Vulkan once it became official. With Apple's resources, it's peanuts for them. So it looks like a completely political, nasty lock-in stance.
