However, this article (http://lifehacker.com/how-to-install-linux-on-a-chromebook-a...) mentions crouton and being able to run Ubuntu. For instance, can I use apt-get, containers, etc.? Seems like there are two "solutions" .. one is to reboot into an open Linux system and the other is a more loose chromeOS?

Have you read the actual article? I thought it was quite thorough in explaining what the author was doing and why.

The author explains why they want to stick to "native" ChromeOS. You said you only skimmed the article, that is probably why you are being downvoted.
